Someone better qualified should answer but to me that sounds like exactly on beat 1. We'll see what the smart folk say though.

The chord before is held through 11-12 so your count might be thrown off. He starts on 1.

I think the B with the E comes at beat one, and the other two notes are kind of upbeat, but yeah Ricardo on 11 and 12 he helds the E-chord so the upbeat is an extra beat

I know this is a bit silly, but now I want to know it exactly

When chords are broken up you normally think of them as pick ups sure (before the beat), but it is overcomplicating a simple thing. In some cases the chord is broken through the beat meaning the bass note starts on the beat and the high notes are off beat...it depends on the flow afterward.
